Adds IonQ ProgramSet support to the schemas package:
OpenQASMProgramSetDeviceActionProperties.minimumTotalShots: Optional[conint(ge=1)] = None— task-level shot floor for ProgramSet submissions.DeviceServiceProperties.reservationShotsRange: tuple[int, int] | None = None— per-circuit shots range that overridesshotsRangefor Braket Direct reservation tasks.IonqDeviceCapabilities.actionnow acceptsOpenQASMProgramSetDeviceActionPropertiesin the action union.All fields are backward-compatible Optional with safe defaults.
